The Tianjin Municipal Grain and Materials Bureau has always focused on building the capacity for grain quality and safety inspection and monitoring, continued to improve system regulations, strictly carried out inspection and monitoring, consolidated the foundation for quality inspection, and actively leveraged regional technical advantages to effectively ensure grain quality and safety.
Improve the food quality and safety management system
The "Tianjin Municipal Government Grain Reserve Quality and Safety Management Measures" was issued to further standardize the quality control, inspection management, supervision and other aspects of the municipal government's grain reserves, and clarify the responsibilities. Timely clarify the annual key tasks of strengthening grain quality and safety supervision, remind grain storage enterprises to strictly manage the quality and safety of grain purchased and stored, and guide all levels and units to do a good job in quality control of important links to lay a solid foundation for ensuring grain quality and safety. Promptly publicize and implement documents such as national grain quality standards, grain quality sample inspection and management methods, grain quality and safety third-party inspection and monitoring system, and provide guidance and services to grain administrative departments at all levels and grain-related enterprises.
Strictly organize and carry out food quality and safety supervision and risk monitoring work
During the procurement and storage of grain reserves, and before they are sold and shipped out of the warehouse, qualified third-party professional institutions are entrusted to take samples for routine quality, storage quality and major food safety index inspections in accordance with regulations. Since the beginning of this year, a total of 1,684 samples have been tested. The test results show that the quality qualification rate and storage suitability rate of Tianjin’s local grain reserves are 100%.
Strengthen training and financial investment
Organize inspection and laboratory technicians of local grain reserve enterprises to carry out theoretical training, practical assessment, comparison of inspection results and exchange of work experience; organize quality and inspection related personnel of various district grain administrative departments and storage enterprises to conduct the "Government Reserved Grain and Oil Quality Inspection" Propaganda and implementation of the Sample Inspection Management Measures; the responsible comrades of the bureau went to the quality inspection institutions to conduct research and guide and promote the quality and safety inspection of reserved grains. Regularly hold special coordination meetings with inspection agencies to encourage relevant units and enterprises to increase capital investment and equip them with all facilities and equipment. In 2022 alone, relevant units have invested a total of 3.255 million yuan in purchasing equipment such as rapid detectors for heavy metals and mycotoxins, carrying out laboratory renovations, and further improving inspection and testing support capabilities.
